STEM Akamigas telah melalui beberapa perkembangan pola pendidikan dan status kelembagaan. Secara singkat dapat dijelaskan bahwa perkembangan ini diawali dengan terbitnya Keputusan Direktur Jendral Minyak dan Gas Bumi Nomor 19/DD/Migas/1966 tanggal 24 Oktober 1966, yang merupakan dasar didirikannya Akademi Minyak dan Gas Bumi (AMGB) dengan Pola Pendidikan Tiga Tahun. Secara resmi perkuliahan perdana Akamigas dimulai pada tanggal 7 Februari 1967 yang terdiri dari 4 Jurusan yaitu Eksplorasi dan Eksploitasi, Pemboran, Pengolahan, dan Logistik dengan jumlah mahasiswa 72 (tujuh puluh dua) orang. Keberadaan Akademi Minyak dan Gas Bumi ini dipertegas kembali oleh Peraturan Direktur Jendral Minyak dan Gas Bumi Nomor : 347/D.D/Migas/1967, tanggal 25 Oktober 1967 tentang Pembentukan Akademi Minyak dan Gas Bumi (AKAMIGAS) di Cepu.

Kemudian berdasarkan keputusan Direktur Jenderal Minyak dan Gas Bumi Nomor 1//P/PJ/Migas/1977, Pola Pendidikan Tiga Tahun diubah menjadi Pola Pendidikan Berjenjang Diploma I, II, III. Selanjutnya berdasarkan Surat Menteri Pendidikan Nasional Nomor 41.MPN/2002, tanggal 21 Februari 2012, AKAMIGAS memperoleh izin Penyelenggaraan Program Studi Diploma IV dan peningkatan status Akademi Minyak dan Gas Bumi, Cepu menjadi Sekolah Tinggi Mineral dan Energi (STME), Cepu.

Nama Sekolah Tinggi Mineral dan Energi (STME) Cepu ini diubah menjadi Sekolah Tinggi energi dan Mineral (STEM) berdasarkan Surat Menteri Energi dan Sumber Daya Mineral Nomor 2518/70/SJN.P/2002 tanggal 24 Juli 2002 dan Surat Menteri Pendidikan Nasional Nomor 1909/D/T/2002 tanggal 10 September 2002. Perubahan status dari Akademi Minyak dan Gas Bumi (AKAMIGAS) menjadi Sekolah Tinggi Energi dan Mineral (STEM) dipertegas dengan adanya surat dari Direktorat Jenderal Pendidikan Tinggi, Kementerian Pendidikan dan Kebudayaan Nomor 426/MPK.E/KL/2013 tanggal 16 Mei 2013. Perubahan status dari Akademi Minyak dan Gas Bumi (Akamigas) menjadi Sekolah Tinggi Energi dan Mineral (STEM) akhirnya disahkan dengan terbitnya Perpres no 47 Tahun 2014 tanggal 26 Mei 2014 tentang Perubahan Akademi Minyak dan Gas Bumi menjadi Sekolah Tinggi Energi dan Mineral yang selanjutnya disebut STEM Akamigas, dan terbitnya Permen ESDM No. 29 Tahun 2014 tanggal 16 Oktober 2014 tentang Organisasi dan Tata Kerja Sekolah Tinggi Energi dan Mineral.

Pembinaan STEM Akamigas Cepu dari teknis akademik dilakukan oleh Kementerian Ristek dan Dikti sedangkan pembinaan teknis operasional dilakikan oleh Kementerian Energi dan Sumber Daya Mineral. Pelaksanaan tugas dan fungsi teknis akademik, STEM Akamigas Cepu bertanggung jawab kepada Direktur Jenderal Pendidikan Tinggi, Kementerian Ristek Dikti dan tugas fungsi pembinaan teknis operasional bertanggung jawab langsung kepada Kepala Badan Pengembangan Sumber Daya Manusia ESDM, Kementerian Energi dan Sumber Daya Mineral.
